Prompts are edited straight into ai_config today, with
no history: nobody can say what the assistant was told last week, or put it
back. A version here is immutable — publishing one supersedes the last, and
rollback republishes an older one rather than editing anything.

The net under every prompt change. A case is a question plus what the answer must contain and must never contain; running the suite asks them all against the assistant as it stands now. A case that passed yesterday and fails today is the change you just made.

Draft, test, approve, publish. Approval of a prompt change is refused unless an evaluation run has passed with zero leakage and is newer than the request — a green run from last week cannot vouch for a prompt written today.
